As we reflect on the past year, one powerful truth continues to guide our work at Safehaven: when one person notices, everything can change. This belief shaped the launch of our One in 100 campaign last year – a city-wide initiative rooted in a striking reality: one in every 100 children in Canada is medically complex.
Too often, these children go unseen. But when even one person chooses to notice, the impact can ripple outward, inspiring compassion, inclusion and collective action. This one-of-a-kind publication explores the real experiences of children with medical complexities, their daily challenges, and the vital importance of inclusive, community-based care. The storybook captured hearts across Toronto, embraced by local schools, bookstores, Vaughan and Toronto Public Libraries. Images from the book were shared widely across our city on billboards, buses, streetcars, and subways.
But awareness is just one part of the ripple. Behind the scenes, Safehaven has made transformative strides to enhance the quality, standards and reach of our programs. Over the past year, we strengthened partnerships with health care organizations, developed innovative service models, and embedded new training initiatives across our team. We enhanced our policies, aligned more closely with most recent best practices, and reinforced a culture of continuous improvement. Every decision was grounded in a singular goal: delivering exceptional care to individuals with the most complex medical needs.
Together, these advancements are setting a new benchmark for excellence in community-based care. We are leading the way, and building a system of care that adapts, innovates and advances care for the medically complex.

For over 35 years, Safehaven has been a leader in providing high-quality, inclusive care for individuals with complex medical needs and developmental disabilities. With six locations across the Greater Toronto Area, we offer a wide range of services – including respite care, residential care, and transitional care – that help our clients thrive and support families when they need it most. At the heart of our work is a commitment to compassion, dignity, and belonging for children, youth, and adults who often fall through the cracks of traditional healthcare and social support systems.
Safehaven has expanded our services and programs in recent years to care for more medically complex children with multiple health conditions and is considered the go-to agency for care in the community.
This year, we took that commitment even further with the launch of our One in 100 campaign – a bold and transformative initiative designed to shine a light on the experiences of individuals living with medical complexities. This campaign wasn’t just about storytelling – it was about shifting perspectives, sparking critical conversations, and championing the importance of community-based care.
At the heart of this was the publication of a one-of-a-kind storybook with its own twist on the nostalgic seek-and-find children’s series, to raise awareness around the number of children impacted by medical complexities, the challenges they face and the impact compassionate care in the community plays in ensuring they can live a fulfilling life.
This book has not only resonated deeply within our community but has also gained international recognition, winning multiple awards for its compelling storytelling and meaningful message. The response has been overwhelming, and we are incredibly proud of the conversations it has sparked.
One in 100 has created ripple effects across the sector and beyond. It opened new doors for collaboration, media engagement, and advocacy, while drawing attention to the critical issues faced by children with medical complexities. Most importantly, it brought more people into Safehaven’s story – supporters, donors, and partners who now stand with us in our mission.
This campaign was more than a moment – it was a movement. It has set a new precedent for how we communicate, connect, and advocate. And as we look ahead, we are energized to keep the momentum going, creating lasting change and ensuring that the voices of the one in 100 are heard, seen, and celebrated.

As we weave innovation into the foundation of our quality framework, we are improving how care is delivered and how clients experience it. This year, we advanced our digital transformation in partnership with Seamless Care Pharmacy with the continued rollout of Electronic Medication Administration Records (eMAR). This has been implemented at our North York location, with plans in place to expand to our Woodbridge and Etobicoke sites. This shift from paper to digital documentation has significantly reduced medication errors, increased accuracy, and enhanced overall workflow efficiency. These improvements mean safer, more reliable care for clients every single day.
We also completed final testing of a new digital Incident Reporting Form, set to launch in early 2025. This tool will improve the speed and quality of our incident response process, allowing for faster learning and more targeted action – further reinforcing our commitment to client safety and wellbeing.

Clients and families are the heart of our mission. With the support of a grant from the Healthcare Insurance Reciprocal of Canada (HIROC), Safehaven was able to create a Family Rounding Program. This program will allow us to deepen our focus on listening, understanding, and responding to their lived experiences. These one-on- one conversations offer valuable insights that guide service improvements and ensure our care remains rooted in empathy, dignity, and respect.

In 2020, a bright-eyed 8-month-old named Luca came to Safehaven as part of new program to support children who were on life saving technology. At the time, Luca had a tracheostomy and was on a ventilator to help him breathe. From the very beginning, Luca captured our hearts with his infectious personality, big smile, and determined spirit. Now, five years later, he continues to thrive and grow, reaching new milestones and inspiring everyone around him.
Luca has spent nearly his entire life growing up in Safehaven’s care, and during that time, he’s hit incredible milestones that showcase not only his resilience, but also the impact of compassionate, specialized care.
One of his most remarkable achievements this past year has been his progress with his ventilator. Once fully dependent on the vent to breathe, Luca now only uses it while sleeping at night or during naps – a huge step forward that demonstrates how far he’s come. It’s a testament to the strength and quality of our programs and the supportive, loving environment we strive to create.
This year, Luca also graduated from kindergarten – a major milestone for any child, and one we’re so proud to celebrate with him and his family.
He absolutely loves going to school, and it shows! He’s passionate about learning, especially when it comes to reading, arts and crafts, and anything creative. His favourite activities include playing with instruments, and colouring in Cocomelon sheets – all while soaking up every bit of attention with his big personality and playful charm.
With summer around the corner, Luca is already looking forward to one of his favourite things: water play. He is excited to start his weekly visits to Safehaven’s North York site once the pool is opened.

This year, Luca also graduated from kindergarten – a major milestone for any child, and one we’re so proud to celebrate with him and his family.
He absolutely loves going to school, and it shows! He’s passionate about learning, especially when it comes to reading, arts and crafts, and anything creative. His favourite activities include playing with instruments, and colouring in Cocomelon sheets – all while soaking up every bit of attention with his big personality and playful charm.
With summer around the corner, Luca is already looking forward to one of his favourite things: water play. He is excited to start his weekly visits to Safehaven’s North York site once the pool is opened.

Recognizing a critical gap in the system, Safehaven and Holland Bloorview established this program to support stable, medically complex children who no longer require hospitalization but still need a transition period before returning home or moving to residential care. With four dedicated beds at our Toronto location, the TCMCC program offers a safe, home-like environment where children and their families receive personalized, community-based support to ensure a successful transition.
The program is overseen through a Joint Oversight Committee made up of leaders from both organizations. The program is already making a measurable difference. By supporting safe transitions, preventing hospital readmissions, and providing care closer to home, we are helping to create system wide health care efficiencies while delivering compassionate care where it’s most needed.
The success of the program has been recognized with an extension of provincial funding for an additional two years, a testament to the impact we are making together.
In addition to transitional care, our growing work in pediatric palliative care further reflects our commitment to offering a full spectrum of specialized services. Through partnerships with SickKids and Holland Bloorview, Safehaven will be able to provide holistic, community-based palliative care that honors the dignity, wishes, and needs of each child and their family. These collaborations allow us to draw on the deep expertise of leading children’s hospitals while ensuring that families facing the most challenging moments receive compassionate, coordinated support close to home.
Feedback from families has reaffirmed the life-changing impact of these initiatives. As one parent shared through our recent respite survey, “Accessing Safehaven’s services allowed our family to breathe again - it gave us the support we needed when we needed it most.”

Meet Hunter, a bright and spirited two-year-old whose first breath came far too soon – but whose will to thrive has never faltered.
Born three months early and weighing just 890 grams, Hunter’s arrival into the world was met with immediate and urgent medical needs. His underdeveloped lungs couldn’t sustain him, and he required intubation to survive. Eventually, a tracheotomy was needed to connect him to a ventilator, helping him do what most of us take for granted – breathe.
He spent his first 310 days in the neonatal intensive care unit (NICU). For his mother Kaila, those days were filled with uncertainty, heartbreak, and impossible decisions.
“We knew, probably four or five months before he was discharged, that his care would need to be 24/7 –he’d need eyes on him at all times,” she explained. “As a single mother, that wasn’t something I could do on my own. I had to give up my home and the supports I had in my community to make sure Hunter had what he needed.”
That’s when Safehaven entered their lives.
Referred by the hospital, Safehaven became more than just a place that could meet Hunter’s complex medical needs. It became a home. “The way Safehaven works is it allows me to be with him as much as I want, as much as I can,” Kaila shared. “And when I can’t be, I know he’s being well taken care of. I don’t have to worry.”
Since joining Safehaven, Hunter has flourished.
He’s a sweet and affectionate little boy whose smile lights up the room. Whether it’s music therapy, bath time, or just playing with sound-activated toys, Hunter is fully engaged with the world around him. He’s also a little explorer –curious, brave, and always on the move. From tummy time to standing challenges and learning to walk, he gives his all to every new experience, soaking up his environment with wide-eyed wonder.

“When I was going through all of this, I felt very alone,” said Kaila. “Like I was the only one who had a baby I couldn’t bring home on my own. I honestly don’t know what life would be like for us if Safehaven wasn’t there. There would be a lot of unknowns.”

Meet Hunter, a bright and spirited two-year-old whose first breath came far too soon – but whose will to thrive has never faltered.
Born three months early and weighing just 890 grams, Hunter’s arrival into the world was met with immediate and urgent medical needs. His underdeveloped lungs couldn’t sustain him, and he required intubation to survive. Eventually, a tracheotomy was needed to connect him to a ventilator, helping him do what most of us take for granted – breathe.
He spent his first 310 days in the neonatal intensive care unit (NICU). For his mother Kaila, those days were filled with uncertainty, heartbreak, and impossible decisions.
“We knew, probably four or five months before he was discharged, that his care would need to be 24/7 –he’d need eyes on him at all times,” she explained. “As a single mother, that wasn’t something I could do on my own. I had to give up my home and the supports I had in my community to make sure Hunter had what he needed.”
That’s when Safehaven entered their lives.
Referred by the hospital, Safehaven became more than just a place that could meet Hunter’s complex medical needs. It became a home. “The way Safehaven works is it allows me to be with him as much as I want, as much as I can,” Kaila shared. “And when I can’t be, I know he’s being well taken care of. I don’t have to worry.”

At Safehaven, community is at the very heart of who we are and shapes everything we do. With six locations across Toronto and the GTA, we are deeply committed to fostering inclusion, building meaningful relationships, and engaging with the people and partners who support our vision.
Over the past year, we have been proud to welcome several elected officials and local community leaders to our sites, offering them a firsthand look at the life changing impact of inclusive, community-based care. These visits fill us with pride, and also serve as a powerful way to strengthen the partnerships that are so important to our work to advocate for policies that prioritize accessibility, dignity and support for medically complex individuals across Ontario. We are deeply grateful to our elected officials for their continued support, engagement, and commitment to helping us build a more inclusive and responsive system of care.
By engaging policymakers directly, we are helping to shape a future where inclusion, accessibility, and support are priorities at every level.
Safehaven’s community involvement also extends beyond our walls. This summer, we once again participated in the Big on Bloor Festival, a lively celebration of arts, culture, and community spirit. Stationed outside our Bloor location in Toronto, we connected with neighbours, met with new supporters, and raised awareness of the essential role inclusive care plays in building stronger, more compassionate communities. Events like this offer us the opportunity to introduce Safehaven to a broader audience and strengthen our ties within the community.
The holiday season brought another highlight with our Annual Christmas Brunch, a cherished tradition made possible through the generosity of the Knights of Columbus Cardinal Carter Assembly Woodbridge.
Clients and families were treated to a festive celebration complete with Santa, Mrs. Claus, and their cheerful selves delivering gifts from personalized wish lists. The event brought laughter, warmth and a deep sense of belonging to all who attended.
In the winter months, Safehaven clients had the unforgettable opportunity to take to the ice with the U12 Select Vaughan Rangers at The Sports Village in Vaughan. Celebrating its fifth year, this partnership with the City of Vaughan Hockey Association continues to be a powerful example of breaking down barriers and creating joyful, shared experiences that stay with our clients and their families.
Whether through community celebrations, government engagement, or beloved traditions, Safehaven remains deeply committed to building a more inclusive future – one where everyone belongs, is supported, and has the opportunity to thrive.

Over the past year, we have been proud to welcome several elected officials and local community leaders to our sites, offering them a firsthand look at the life changing impact of inclusive, community-based care. These visits fill us with pride, and also serve as a powerful way to strengthen the partnerships that are so important to our work to advocate for policies that prioritize accessibility, dignity and support for medically complex individuals across Ontario. We are deeply grateful to our elected officials for their continued support, engagement, and commitment to helping us build a more inclusive and responsive system of care.
By engaging policymakers directly, we are helping to shape a future where inclusion, accessibility, and support are priorities at every level.
Safehaven’s community involvement also extends beyond our walls. This summer, we once again participated in the Big on Bloor Festival, a lively celebration of arts, culture, and community spirit. Stationed outside our Bloor location in Toronto, we connected with neighbours, met with new supporters, and raised awareness of the essential role inclusive care plays in building stronger, more compassionate communities. Events like this offer us the opportunity to introduce Safehaven to a broader audience and strengthen our ties within the community.
The holiday season brought another highlight with our Annual Christmas Brunch, a cherished tradition made possible through the generosity of the Knights of Columbus Cardinal Carter Assembly Woodbridge.
Clients and families were treated to a festive celebration complete with Santa, Mrs. Claus, and their cheerful selves delivering gifts from personalized wish lists. The event brought laughter, warmth and a deep sense of belonging to all who attended.
In the winter months, Safehaven clients had the unforgettable opportunity to take to the ice with the U12 Select Vaughan Rangers at The Sports Village in Vaughan. Celebrating its fifth year, this partnership with the City of Vaughan Hockey Association continues to be a powerful example of breaking down barriers and creating joyful, shared experiences that stay with our clients and their families.

THE URGENT NEED TO GROW
Safehaven is at a pivotal moment in its 35-year history. Medical advancements have enabled more children with complex care needs to survive and thrive well into adulthood – a milestone worth celebrating, but one that has exposed a deep gap in our care system.
As these individuals age, the supports available to them diminish, and families are often left to navigate this transition with limited resources and few alternatives. Parents are growing older, and many are no longer able to manage the intensive, around-the-clock care their loved ones require. The need for community based adult care – particularly respite and residential support – has never been more urgent.
At the same time, Safehaven is receiving more crisis referrals than ever before. Hospitals, families, and community agencies are turning to us when no one else can provide the level of specialized care required. Our partnerships with Holland Bloorview and SickKids have further expanded our ability to support the most medically complex individuals, and as a result, hospitals are increasingly relying on us to transition clients who are ready to leave acute care but have nowhere else to go.
Safehaven has become a critical bridge – one that reduces pressure on hospitals and restores quality of life to those who would otherwise remain institutionalized.
But our facilities are at capacity. We are turning away families who desperately need support, and we cannot meet the growing demand with our current infrastructure.
That’s why we’ve launched an ambitious redevelopment of our Bloor Street site – a 14-storey, purpose built facility that will house expanded pediatric and adult programs, introduce a long-awaited adult respite service, and create over 100 spots of affordable, supportive housing for adults with complex needs. This redevelopment isn’t just about increasing space; it’s about delivering the right care in the right place, and ensuring that no one is left behind because of the complexity of their care.
The Safehaven model has proven to be both compassionate and cost-effective. Our average care costs are significantly lower than those in hospital settings, and our clients thrive in the comfort and dignity of a home-like environment.
